TIM BEAUCHAMP, CMA
Tim Beauchamp is the Director of the Public Sector Accounting Board (PSAB) of Canada and has been directly involved in standard setting for the public sector for over 19 years. He is responsible for the strategic and operating plans of PSAB and reporting its performance to the Accounting Standards Oversight Council. Tim provides advice and oversight to PSAB and staff on technical projects and administers staff activities. He serves as a special advisor on various public sector financial reporting related committees. Tim joined the staff of PSAB after working more than 7 years in the public sector with responsibilities that included accounting, budgeting and debt management.

Ted is a Partner - Tax Services with Catalyst LLP Chartered Accountants and Consultants. He has practiced extensively in the income tax area since 1984. Ted is a graduate from the University of Saskatchewan and is a member of the Institute of Chartered Accountants of Alberta, the Society of Trust and Estate Practitioners, and the Canadian Tax Foundation. The focus of Ted's practice is addressing income tax, corporate and estate planning matters for privately-owned businesses and their owners, as well as individuals who desire to maximize the tax paid value of their estates. Many of the business clients he deals with are family owned. He has written and lectured extensively on tax and estate planning matters for the Canadian Institute of Chartered Accountants (CICA) and many of the provincial institutes. Doug is an Assistant Professor with the College of Commerce at the University of Saskatchewan. In 2004 and 2006 Mr. Kalesnikoff was awarded the MPACC Teaching Excellence Award which is sponsored by the Institute of Chartered Accountants of Alberta. Doug has practiced in the forensic accounting discipline for the past 20 years. He has provided expert evidence in the courts, international commissions of inquiry, and other commissions, hearings and tribunals on over 50 occasions His work as a forensic accountant dealing with criminal investigations and public inquiries, include:
- Investigation of alleged frauds on behalf of the R.C.M.P. Commercial Crime Sections, corporations and government agencies.
- Investigations of alleged drug traffickers on behalf of the R.C.M.P. Anti-Drug Profiteering and Proceeds of Crime Sections.
- Investigations into government corruption and fraud allegations for both the Williams and the Blom-Cooper Commissions of Inquiry for the Federation of St. Christopher and Nevis, West Indies.
- Investigation into government corruption, theft and fraud allegations of the Medical Benefits Scheme for the McIntyre Royal Commission of Inquiry in Antigua and Barbuda, West Indies.
- Compliance audits for royalty and tax matters for the governments of St. Kitts-Nevis, Jamaica, St. Lucia, St. Vincent–Grenadines, Antigua and the Cayman Islands in the Caribbean.
He has developed and instructed courses on Forensic Accounting and Fraud Auditing provided to the R.C.M.P. Commercial Crime Sections of Saskatoon and Regina, the Saskatchewan Police College, the Saskatoon City Police, the Calgary Police Service, the Inland Revenue Service of the Federation of St. Kitts and Nevis, the Tax Audit and Administrative Department of the Jamaica Revenue Service, Saskatchewan Crop Insurance, and the Institute of Chartered Accountants of Saskatchewan.

Pat is Visiting Associate Professor of Accounting at Fordham University in New York City where she teaches International Accounting as well as US GAAP Financial Reporting & Analysis in the undergraduate, MBA and Executive Programs. She is also President of Disclosure Analytics, Inc, a consulting firm specializing in the independent assessment of the quality of financial reporting and disclosure under International Financial Reporting Standards (IFRS) and US and Canadian Generally Accepted Accounting Principles (GAAP). Disclosure Analytics also offers workshops and custom training in International Financial Reporting Standards (IFRS).
Dr. Walters has been active participant in Canadian financial reporting for several years. A member of the Accounting Standards Oversight Council (AcSOC) of the Canadian Accounting Standards Board (AcSB) since 2001, she was recently appointed a member of the AcSB’s International Advisory Council. Through June 2006, she was a member of the International Financial Reporting Interpretations Committee (IFRIC) of the International Accounting Standards Board (IASB), and previously served as technical advisor to the financial analyst delegation to the International Accounting Standards Committee. She is a member of the Committee on Improved Corporate Reporting of the New York Society of Security Analysts (NYSSA).
Dr. Walters has presented on financial reporting and financial analysis topics at conferences and workshops worldwide to auditors, financial statement preparers, and investment professionals. Most recently, she has been the lead course developer and instructor for the 3-day Foundations of IFRS course offered by the Canadian Institute of Chartered Accountants.
Formerly a Senior Vice President at the CFA Institute, Dr. Walters was responsible for global advocacy on financial reporting and capital markets issues, development of Global Investment Performance StandardsÒ, and enforcement of the CFA Institute’s Code of Ethics and Standards of Practice. Before joining the CFA Institute, she held faculty appointments at Yeshiva University, New York University, and Baruch College, City University of New York.
Dr. Walters has a Ph.D. in Accounting from the Stern School of Business, New York University, and holds the Chartered Financial AnalystÒ (CFAÒ) designation.
